Not sure but your doing task-2-task communication so it has to logon and the account you login as (either DECNET or a specified userid) will execute the SYLOGIN for the server machine and then whatever is recorded against that VMS UAF account and then the specified ORDNxxx.COM file.

Someone please correct me if I'm wrong on this path.

Edit your LOGIN.COM and put a check for INTERACTIVE or BATCH and exit if not one of these.
