For what purpose?
I've been DBAing for nearly five years and other than the initial set up of an Oracle instance, I've had no need for root privileges. Not that I sure could use them on occasion (to get access to unused space on other disks for doing backups), but it hasn't been an absolute necessity. Yes, it can be inconvenient at times, but it's definitely not impossible to do my job.
What do you need root for when administering an Oracle database?

I'm perplexed. You still haven't provided any requirements.
