V7 COST based optimiser bugs??

Recently, I heard rumours that there were problems with the Oracle7 COST based optimiser that would be fixed in V7.0.16+ (VAX/VMS).
Can someone shed some light on what the problem(s) are?
We are running V7.0.12 & 13 at the moment and are looking to do some major application moves in the next 4 weeks.
