Which tools for EDI?

An acquaintance of mine is planning for an EDI application that will run on a Netware server with Windows clients. There will be 2 developers, and about 12 users initially. The choices have been narrowed down to:
Oracle with Forms 4.0
Oracle with Powerbuilder 3.0
Sybase with Powerbuilder 3.0
Does any one of the above choices stand out as the best? Price is not a consideration.
