Oracle availabitity in Japan

Hi!
Recently we are talking with our clients in Japan about our Oracle database application. And suprisingly we learned there is no Oracle for DOS in this country. So can anyone tell us when it will be available and is there any Oracle server running on UNIX machine available in Japan? Thanks!!
