.res files

Does anyone know what function the
.res files in $ORACLE_HOME/rdbms/admin/resources serve? After much searching on our system having an env variable:

       APIPATH=$ORACLE_HOME/rdbms/admin/resources

defined locating them seems to make a difference in whether I can connect to ORACLE in a PRO-C program. I could not find any reference in the ORACLE manuals.

       Versions:
       
       PRO-C 1.5.6.2.1
       ORACLE 7.0.12.1.0
