This product was mentioned on my V6-V7 differences course about 6 months ago.
They weren't very clear on it but it provides a mechanism for you to package calls to PL/SQL stored procedures into your 3GLs without having to have the Pro* products. A saving? Probably not because you have to buy this new package instead of the Pro* product.
I can't see it taking over.
