Are you loading SQLTCP on the DOS side? You need to load SQLTCP on the DOS side and connect using the connect string as in:

      SQLPLUS SCOTT/TIGER_at_t:hostname:A

Make sure the exact hostname is in the /etc/hosts file on the pc and that the pc /etc/services file has an entry for the tcp listener process, usually 1526.
