Thanks to all who sent me replies. It turns out I needed to run a script in $ORACLE_HOME/sqlplus/admin named pupbld.sql.

Several people noted that the info I wanted was in Appendix E in the SQLPLUS manual (and they were right). A note to anyone from Oracle: I could have saved a posting if either the name of the appendix had "product" or "profile" in it, or better yet, if I could have found "product" or "profile" in the index. The first place I looked was the indexes for anything of that nature. A more informative warning message might also have been useful. And a final point, which actually was a point I thought of before this: there are many scripts like pupbld.sql in the distribution, but there is no single point of documentation for these scripts. I would advise adding a README file to subdirectories with a one or 2 line explanation of what the scripts do.
