Maybe I'm just a fussbudget, but I don't think this is enough data to answer the question. Who is going to do the development? What sorts of users are we talking about? What sorts of applications?

We have a Sun Sparc which is used for maintaining an Oracle database which currently manages about a gig of data. We have an Oracle Financial package running against some of that data, and for other things we use SQL*ReportWriter, SQL*Forms, Menus, and client software such as Excel with a bridge from Clear Access. We have about 1 FTE managing this and we definitely feel strained, particularly on the user requests queue.
