how to encode/query sets? help...

how have people encoded /queried sets of values?

i mean sets of values that can only be loosely predetermined like: job skills, keywords in an abstract?

does one use seperate table ? i.e. personnel table with key = employee id, then 2nd table skills with <employee id, skill>, the whole thing being a key...

are there any useful texts on this subject?
