SQL*FORMS 3.0 question

I am working with SQL*FORMS 3.0 and Oracle6. Here is my question:

I need to have 15 detail records automatically created whenever someone creates a new master. Ideally, it would be great if I used the ON-DATABASE-RECORD trigger to detect when the master block has first marked a record for insert or update....then at that time, create 15 detail records in the detail block. The user could then continue enterin records in either of the two blocks. The commit would commit all 16 records
(including the master record).

Unfortunately, the ON-DATABASE-RECORD trigger does not allow restricted packaged procedures...and CREATE_RECORD is a restricted procedure.

So I am totally unsure as to how to approach this problem. The business rule here is that there must ALWAYS exist no more or less than 15 specific detail records for each master record. Each of those 15 detail records has about 10 columns of data, as well as details below that.

ANY IDEAS at all are welcome!
