Looking for info on SQL-connect

Could someone send me a brief description of the Oracle SQL Connect product used in conjunction with SQL*Net. How does this configuration compare to the Sybase Open Client/Open Server combination. Can it be used to tie an Oracle-based tool (such as something using SQL Forms) into a non-Oracle database? How easy/difficult is this? What SQL syntax is presented? Oracle standard? Or a generalized, connonical syntax?
