Yes, BI Discoverer is an option as an ad-hoc query reporting tool. The latest 10.1.2 version can be used, BI Tools include Discoverer Administrator and Discoverer Desktop (Windows client, relational data only). An EUL (End User Layer) where data sources are defined, as well as their presentation to an end user, must be created before logging to it. That's very briefly, you will have to learn the rest.
