Oracle, for all intents and purposes, no longer uses the init.ora file unless you are using a desupported version. You would need to look at the spfile and since it is compiled and dynamic this will not get you what I suspect you are looking for. Other than that there are no config files.

I would suggest that you focus on implementing auditing, already built into the database (not reinvent the wheel). The one file you might want to review for changes is the alert log.
