Ok, let's review this whole frame business one more time. I suspect that you don't have the vertical elasticity of the parent frame set to variable as well, you know, the one that you said stretches for all 3 pages. Try this order of frames:

M_Header1 Vertical variable
 +- R_1 Vertical variable

M_Header2 Vertical variable
 +- R_2 Vertical variable

M_Header3 Vertical variable
 +- R_3 Vertical variable

Forget about the parent frame -- you don't need it. And if you want each frame to be on its own page be sure to set the "page break before" property.
