Reports :Multipanel / logical page printing problem

I'm building a report which contains 3 different types of pages, some are of fixed height (form-like),some variable (repeating frames).

So far, I set the "Vertical Panels per Page" to 3 and created a reapeating frame (fixed height) containing my 3 pages.In that frame, I created 3 frames (also with fixed height), one for each page.

Each page comes out as expected except for one thing. If a page containing one or more repeating frames and has more content than a physical page can handle, the pages come in the following order:

  1. page A: all content printed
  2. page B: 3/4 of content printed
  3. page C: all content printed
  4. page A: blank page
  5. page B: last 1/4 of content (see point 2.)
  6. page C: blank page

So far, I haven't found a way yet to change the prining order of my pages. The problem lies in the fact that because the content is too lengthy, is gets on the next logical page and doesn't stay on the same.  I cannot set the "vertical elasticity" of my frames to "variable" or "expand" beaucase if I do so, my headers won't repeat on the next page (logical / physical).

I also already have the option to skip blank pages set correctly.

I need to have all pages in the same report (rdf) because all of them are about the same data and must be grouped together.
