Issues setting up Oracle Workflow Server

I am attempting to setup the Oracle Workflow Server on the Oracle 10g Database running on Fedora Core. I can install just fine, but I begin to have problems when I run the configuration tool. Apparently, it fails to load the seed data, because when I access the Workflow web page, clicking on "Events" or "Agents" yields the following message:

Error: 3814: Please load Event System Seed Data before accessing this function.

I've read Metalink Document 265554.1 which appears to address this issue for installations with Oracle Application Server (which I don't have). Has anyone else encountered this problem and possibly have a solution for it? I apologize in advance if I've posted to the wrong newsgroup.
