Can't get Oracle Migration Workbench to install

First of all, the plug in file as downloaded is actually a zip file. There is no plug-in.jar file, only a plug-in.jar.zip file, containing a bunch of files and folders. I tried putting the zip file in the plugins directory, and when I run the .bat file to set things up, it tells me there are no plug-ins installed and I need to install them. I tried unzipping the contents of the Zip file into the plugins directory, and I still get the same thing. I would think one of those 2 options should work. I also tried a few combinations of moving the plugin files out of their directories directly into the plugins directory, but didn't have any luck with that, either. At this point I'm less than thrilled with the documentation.

Can anyone help me out here?
