Java/J2EE is widely used (far too widely in my opinion). There are a disturbingly large number of people out there who feel that you must have database independence at all costs (in my experience, it's usually the cost of the project failing).

I liked "Oracle PL/SQL Tips and Techniques" by Venkat S. Devraj. "Effective Oracle by Design" by Thomas Kyte covers more than just PL/SQL but it's excellent book for any PL/SQL developer to read.
