I don't know using Designer, but I know how to do it using Forms 6i (you can later do a reverse engineer on that form to keep designer up to date).

  • Open the canvas you want to put the picture
  • Go to File->Import->Image
  • Select the file you want

The file will be saved within the fmb file, so it does not need to be deployed to the final user along the fmx files.
