Don't have an immediate solution to your problem I'm afraid. However Forms6i _is_ supported on Windows XP (they were not going to but changed their minds earlier in the year). Officially for XP you need to download and install Forms6i release 2 then patch it to patch 13 or greater. Forms6i release 2 can be downloaded from OTN here http://otn.oracle.com/software/products/forms/htdocs/winsoft.html
Before changing UIFONT.ALI (which is a 'world of pain' in my experience) I would check that you have the same fonts / languages installed in both systems and are running with standard fonts (ie not Large Fonts). The NLS_LANG settings seem to influence font selection too, so check this in the registry.
The only other thing I can think of is that XP can cause some issues as the XP GUI has a 'thicker' title bar.
