You are correct.
I've just started my 9i OCP class at an "Oracle approved training facility" (local community college) and for OCP certification Oracle DOES require at least one class be taken from an instructor-led facility. Luckily they accept my community college as fulfilling this requirement.
This holds true whether you're taking the 9i OCP fresh or just
updating certification from 8i to 9i.
