"Users" within Oracle Change Manager

Greetings!
I am just getting to know the Oracle Change Manager (OCM) tool for keeping track of changes to the database and similar.
My question is about the "users" of OCM. I have 6 developers that are using a couple of schemas each. I have a Change Manager schema ("CHGMGR") that has a repository. I can capture baselines etc with this user/login and push changes out to other schemas.
Is it possible that the users themselves can log into change manager and make their own, managed changes to their own schemas, while it all is under control of the "CHGMGR" user/schema?
Let's say this is a typical situation:
User "FRANK" decides to change a procedure. He(I) uses the "shared"
repository to record this change. The change works out well, and all the
other Tom, Dick and Harry users want to create change plans to push Frank's
change over to their schema.
Also, I am not a big fan of shared logins, to giving everybody the CHGMGR password(since it has lotsa privs), it would be better if it is possible for them to use their own private usernames.
