[Quoted] Developer 2000 -- aka Developer 9i is based on PL/SQL and some very old technology, but has been rewritten in Java and allows Java extensions. It's a usable but clunky tool, and appears to have serious problems with the Report Builder (problems that 6i did not have). It is allegedly a 'live' product but is somewhat of an orphan. Of course, Oracle's tools strategy has been in a bit of disarray for about 5-6 years or more.
JDeveloper was bought from Borland and is a totally different product than 'Developer'
Hans did a good job of listing the product 'heritage'
