Secure JDBC connection to Oracle 9i

As I understand it, both the thin and thick Oracle JDBC drivers support encrypted connections to the database, but I believe both require the server to have Oracle Advanced Security installed. Is this true?

Also, is there a way to perform secure (encrypted) JDBC calls to Oracle without having Oracle Advanced Security installed on the server?
