AFAIK, It is only available as part of the bundle...

I have found it rare that an application 'requires' a particular client ( at least a requirement as specific as the 3rd dot level i.e. 8.1.7 , not just 8i)

The 9.2 client is fully backward compatible for all but the V7 databases...

The differences between the 8.16 and 8.1.7 versions of Oracle were mostly ( if not entirely) at the server side, not the client, so your 8.1.6 client may work as well.( but 'upward' compatibility is not guaranteed, so I would 'bite the bullet' and download the 8.1.7 package)
