While your question has some relevance yoj must keep in mind that as of December of this year Oracle, itself, will begin the desupport of 8.1.7. Everything before 8.1.7 is already in some state of desupport.
You can target the largest installed base ... but you should keep in mind that your product must be fully compatible and supported with the current versions too. Some vendors don't test and support current versions and lose a lot of sales for that reason.
