I don't know what error you're getting (which would help to determine what might be wrong). The HOST= name should be the same as what you see when you open a DOS window and type 'hostname' (you also need to make sure your sqlnet.ora file doesn't have a DEFAULT_DOMAIN entry). The SERVICE_NAME= should be whatever you specified when you created your database at the end of your install.
I'll stop here until you supply an error code (something like TNS-...).
