My solution is probably too late to aid the original request for help, but it may help others.
I had the same problem running 9i forms developer on XP client, Forms [32 Bit] Version 9.0.2.7.0 (Production).
Eventually found the solution was -
- In Oracle forms builder tool select Edit menu option
- Select Preferences.... sub menu
- Select Runtime tab
If the Web Browser Location box is empty, enter the location of your web browser exe. e.g. C:\Program Files\Internet Explorer\iexplore.exe.
This got rid of my problem.
I'm guessing there is something wrong with my XP profile and Oracle forms cannot automatically detect my web browser.
