To install it you will need a Oracle DB installation, Oracle IAS and Oracle [Quoted] login server. It is used to develop web content. Content is generated using [Quoted] your web browser and displayed by users using their web browser. No special [Quoted] development tools are required for the basic stuff. You don't need forms or [Quoted] Java applets. It runs as in an OC4J conatiner in your IAS (Apache web server).
It is probably OK for a corporation's intranet but I found it somewhat limited for my uses. Oracle use portal on some(most)of their site oracle.com. There are some portlets that have been developed by the Portal community that may be used to develop teaching aids (tutorials) but I haven't seen them.
To install it and configure it you will need a DBA who is up to speed, configuring IAS with a login server can be a little annoying and soul destroying for first timers.
Don't have any suggestions for you but i don't think portal is what you want.
