Suggest you look at OTN where it is fully described.
In a nutshell
- Developer Suite includes ALL the tool set, including JDeveloper, Forms Developer, Reports Developer, Warehouse Builder, etc. etc. etc.;
- Application Server provides the infrastructure for full scale deployment of stuff developed using Developer Suite (as well as other stuff);

I think it's still around. If it is, it's on OTN.
Remember, there is a license with all of this stuff. Even the "free" version. Ands that governs the use and deployment.
