Oracle Technology Network - http://otn.oracle.com has 'discussion groups'. This is the official way to get support on the free download products you can get from the same place. The discussion groups are monitored by their Support personnel and Development personnel, but you can not expect/demand responses from Oracle.
If you need official Oracle response you will need to pay for Support. The implication is that your licenses are also paid up.
