i havent looked at those libraries in a year myself. I got them to work while using the drag and drop form that rides on them. If I remember right they are attached to the form. bare with me, Im stale in forms.
easiest way to use it, might be to template the drag and drop form or just copy and paste the libaries to a new library.
be warned, with the web version oracle has disable 'when-mouse-moved' trigger due to the cost in n etwork traffic. those libraries use those to give you the feel for drag and drop. I believe the standard work around is to change that to a CHANGE_CURSOR and then to represent a 'moving' object you change the cursor. when the user releases the button, the object is dropped and the cursor changes back.
