Please provide a bit more context in which to put our comments. For example, how many different database vendors & which ones does your organization use? What programming languages do you use?

And are you talking about pure modelling, or are there other discussions at stake here - for example, the same license that gets you Designer also gets you the Oracle JDeveloper (full Java IDE), Warehouse Builder, Forms and Reports Developer, Discoverer ad-hoc query Administrator, Source Control Management and a general repository. These additional capabilities might be useful in the larger context of your organization.
