I suspect you have just started your investigation and not read anything about the topic yet. Had you done so, you would know that the forms in 9iAS - current version being Oracle9i Forms - does not support client/server and Oracle does not support Citrix or Terminal Server.

Further, had you looked at Oracle's Tech site - http://otn.oracle.com - you would have found the white papers which discuss this and other related topics. You could also check their e-seminars, many of which have instant replay mode.

No, you are not correct. You should go n-tier and set up 9iAS and Oracle9i Forms. You will get the best performance and lowest latency that way.
