Hi,
Your dll is used so you can't delete it !! it's a program who links to it. Maybe a NT service ...
I've encountered the same probleme once when cleaning my computer from oracle softs.
First stop oracle services and delete the annoying service
To delete a service use (on win2k) : sc -delete service_name (for example oracle client cache)
Pay attention to what you have to do or your install will be corrupted. (Desintall / Reinstall party)
