Scrollbar Trigger??

Is there a trigger that fires everytime Scrollbar Navigation Occurs(Slider,
Up and Down buttons)???
When-New-Record-Instance works most of the time, except when you don't
scroll far enough( with the
slider) to make the currently selected record go off the display.(I'm
displaying multiple records)
