Correct.

I don't have my manuals to hand, but I suggest that you re-read the installation stuff. The dev60cgi is a virtual path on the web server that points to the directory in which rwcgi60 can be found... You should be able to find the cgi stuff above the Oracle 'tools\web60' directory.
In Apache httpd.conf I'd expect to see something like:
ScriptAlias /dev60cgi/ "E:\oracle\des6ir4\tools\web60\cgi/
