[Quoted] Incorrect. That is the case with 9iAS 9.0.2 only.
There are issues installing Portal 3.x in a 9.2 database - e.g. you have to set O7_DICTIONARY_ACCESSIBILITY=true in the spSID.ora. Everything on this is documented on either OTN or Metalink.
