Oracle Client Installation on W2000

Situation :
Windows 2000

I am trying to install the client tools on a Windows 2000 workstation.
Because off security policy the install has to be done under an install account (has administrator rights).

The software should run under the user (does not have administrator rights) account.

Problem I can't get this to work.

Can anybody point in in the rigth direction, documentation ? webpage ? or a solution ?
