I don't think there is any one good tool which runs under [Quoted] Linux. However, I have found the combination of Emacs with SQL and PL/SQL mode quite good for development. There is also Tora, which is similar to Toad and is quite useful for things like schema browsing etc. You also have most of the Oracle java based tools available under Linux.

I've been thinking about using Emacs and extending its SQL mode to create an Oracle admin mode which would provide many of the facilities offered by the gui windows tools - all the bits are there, its just finding the time to spend putting it all together. It would not be too difficult technically to create a mode which provided menus and key bindings to common admin tasks and you could take advantage of things like Emacs' widgets, forms etc to provide quite a nice interface.

I have also heard there is a web based sqlplus type interface to Oracle (9i?), but that it is a bit slow. I wonder if anyone is working on a web tool designed to provide some of the functionality available in tools like Toad? One advantage of such a tool is that it could be platform independent. With 9ias and a bit of imagination, you could create quite a powerful administration and possibly even development interface.
