Oracle Pro*C - PCC-S-02201 Error

I've just installed the Oracle 8.1.7 kernel and client for windows NT
(2000) to compile Pro*C programms...

Unfortunately, I can go on because of Pro*C Error # PCC-S-02201. This happens when pre-compiling my .pc file. I'm using Visual C++ to get C header files, and get an error while compiling "trace.h" file.
