Forms 4.5 has been desupported in the previous century.
It does support NET8 and officially Oracle 9i has still net8, but the
version gap probably can't be bridged.
Apart from that the format of the rowid changed in 8.0. If you are
using the rowid *explicitly* you need to revise your programs, or
migrate the database by means of export/import.
I wouldn't bet on Forms 4.5 cooperating with Oracle 9i.
Probably you will already feel like Catweazle (Television series of UK
wizard from the Middle Ages entering the 20st century) entering the
21st century by accident.
Most newer versions are capable of reading and converting the old
stuff. You might be in a fix though, because Designer 6 is probably
the last version to support 4.5 binaries.
