Have you defined the TNS_ADMIN environment variable? If not do that, then ftp the server's tnsnames.ora and sqlnet.ora files to the TNS_ADMIN directory. If you do not want to do this, then ftp the server's tnsnames.ora and sqlnet.ora files under <forms_directory>/network/admin subdirectory. It looks at this directory by default (at the end). hope this helps.
