Enterprise Manager on Windows NT

Does this sound like a configuration issue or something more serious. The Windows event log shows:-

The service is entering production run mode. The process termination failed for JRE. %2. The service has terminated abnormally. See the file C:\ORANT8i\sysman\log\oms.nohup for details.

The oms.nohup shows:-

I confess I'm thoroughly confused (and rather disillusioned) by the Oracle configuration of name/roles of various levels so any help at working through [Quoted] this would be appreciated. My preference is to have the Management Server running on the same machine as the DBMS and just the console running on my workstation (memory is at a premium).
