Enterprise Manager on Windows NT

Does this sound like a configuration issue or something more serious. The Windows event log shows:-

The oms.nohup shows:-

Error starting Oracle Management Server.

I confess I'm thoroughly confused (and rather disillusioned) by the Oracle configuration of name/roles of various levels so any help at working through [Quoted] this would be appreciated. My preference is to have the Management Server running on the same machine as the DBMS and just the console running on my workstation (memory is at a premium).
