Probably as the Datamanager can be used for all kinds of exports (FULL, USER, TABLE) it expects you to have EXP_FULL_DATABASE privilege.
If this is true, you should be capable to do an USER export using the command line exp tool without problem. The commandline exp is also several times faster because no graphical interface is associated.
