Problems with Java based Oracle programs

Hi, I'm having problems installing and running java based oracle programs.

I'm having a Dell Latitude C840 with a Intel P4 Mobile processor and 640 MB DDR RAM. When I try to install oracle enterprise edition 8.1.7 which installation program is in Java the installation form/dialog box don't show up. The same thing happens when I try to run Net8 Easy Config, It seems to me that my computer can't run any of Oracles java based programs. Is there anyone with the same experience who knows what to do to get pass this obsticle.
