Portal is part of the 9i Application Server (9iAS). It is not part of the 9i database.
To upgrade you should do:
- get rid of OAS, install 9iAS either separately or instead of OAS (you
will not regret that);
- either install Portal, or upgrade WebDB to Portal (this is a script
that updates the database content).
If you choose to upgrade WebDB, you will have to upgrade it to 2.2 first. Then the upgrade script will run for, say, several hours, to upgrade it to Portal.
