The documentation is with the rest of 9iAS documentation. Plug-in for IIS does the same as mod_plsql for Oracle HTTP Server (Apache). You will be able to call PL/SQL from the web the same way you do with mod_plsql. Not sure the plug-in has all the features of mod_plsql though, so you gotta review the docs and see if any functionality is missing.
